The new Pennsylvania Emergency Management Agency (PEMA) Headquarters project included a 3-story, 114,000 SF State Emergency Operations Center (SEOC), a communications tower, and an 18,000 SF ancillary building. The civil engineering services included site permitting, PennDOT permitting and site design featuring an off-site potable water distribution system extension, on-site water, sewer and storm sewer, grading and drainage, stormwater management facilities. In coordination with our landscape architects, the site features also included landscaping and site lighting, parking lots, roadways, perimeter fencing and integral hardscaping with pavement and walkway designs. The structural engineering for the main building included a “hardened core” which was designed to act as a storm shelter per FEMA design requirements as well as progressive collapse mitigation design. The ancillary building included large open warehouse space to accommodate storage, deliveries, and vehicular parking. The project focused on sustainability both in the building and site design features and was LEED Certified.
